Electronic Monitoring / Drug Testing Technician (Waukesha) Job Code: 2026-CSCA-001 Location: Waukesha Department: Drug Testing Lab FT/PT Status: Full Time Position Summary The lead for all technical functions in the WCS Electronic Monitoring and Drug Testing programs in Waukesha. The position performs installations, technical maintenance, inventory control, de-installations, direct observation drug testing, and reports to courts or referring entities per WCS EM program manual and SCRAM Systems policies. Essential Duties and Responsibilities Electronic Monitoring Lead Responsibilities Provide support and direction to technicians for servicing WCS EM Program individuals in Waukesha and Jefferson Counties and other locations as needed, including equipment installation, removal, checks, and maintenance alerts. Collaborate with the Director of EM & Drug Testing Operations and VP for daily operational concerns. Assist the program supervisor with training, mentoring, and coaching of new technicians. Assist with quality assurance checks on all profiles and equipment following install and de-install for Waukesha County Sheriff, Waukesha County Programs, Jefferson County, and Private Pay programs. Report all alerts and violations for Waukesha County Sheriff’s Office, Waukesha County Programs, and Jefferson County in a timely manner according to program protocols. Review confirmed violations and failures to pay for monitoring reports and notify courts or referring authorities promptly. Maintain inventory and physical control of all equipment at all locations and report any lost or stolen equipment to the Program Director. Provide coverage outside typical working hours and assist with rotating On-Call responsibilities and monitoring the WCSO Daily Action Plan on weekends. Ensure GPS/SCRAM program set up and administration follow SCRAM Systems process and procedure guidelines and WCS EM Program Manual. Ensure complete enrollment and data, including follow up contact with individuals in SCRAMNET OPTIX, and develop a hard file for each individual. Enter required data into AWARDS for all people served. Review and manage program Participant Agreements for GPS, CAM, and Remote Breath. Ensure participants who pay for electronic monitoring comply with agency payment guidelines and secure fees to the Director of Electronic Monitoring. Address fee hardship with financial documents for the Director’s consideration of a fee reduction and payment plans. Notify and follow up with agencies and participants, including Waukesha County Sheriff’s Office, based on Daily Action Plans from SCRAM Systems. Clean equipment per procedures and secure it in inventory. Drug Testing Lead Responsibilities Contact new referrals for initial appointments to initiate services for Waukesha County DHHS. Assist with supply inventory and order requests per budgets to the Program Director, VP, and Director of Waukesha Court Services. Support the program supervisor with case manager confirmations and prepare Chain of Custody forms for lab shipment. Report same‑day issues during testing operations directly to the Director via email or phone, with VP backup. Perform drug testing (urine, oral, hair, and nail) following Chain of Custody and program protocols. Provide timely and accurate reporting of all drug testing results to staff, case managers, or stakeholders. Provide coverage for Saturday Drug Testing at the WCS Waukesha Office. Provide coverage during office hours at different site locations when requested. Save and file all documented results in the individual’s secured files at WCS. Secure all positive samples in the designated locked storage area for up to 10 days. Enter required data into AWARDS for all people served. Participate in required training by a Qualified Professional Collector. Other job‑related duties may be necessary to carry out the responsibility of the position. Job Qualifications Required Qualifications Minimum of an associate’s degree or 2 years of experience with EM & drug testing and some lead experience acceptable. Meet all employee requirements including references, criminal background check, and driver’s license check. Preferred Qualifications Strong preference for experience in electronic monitoring duties and drug testing collection and reporting. Knowledge, Skills and Abilities Knowledge – Urinalysis, oral fluid, and hair follicle collection practices and procedures. Interpret drug testing results per agency procedures and protocols. Understand drug testing equipment. Communication – Effectively provide information with diverse populations and partners in writing and oral communication. Technological Aptitude – Use general technological skills such as Email, Internet, and company‑specified systems (Microsoft 365, Windows, Word, Excel). Proficient in computer‑based programs including Outlook, Excel, Word, and Teams. Managing Priorities/Deadlines – Maintain schedules, meet deadlines, and manage multiple projects. Problem‑Solving Skills – Think critically, be solution‑oriented in a fast‑paced environment, and adapt to program changes. PHYSICAL DEMANDS

Duties require good hearing and visualization skills, hand and finger dexterity for data entry and typing, ability to install electronic monitoring equipment on individuals, and ability to collect and directly observe individuals being drug tested per agency protocols.

WORK ENVIRONMENT

Work is performed in an office environment at the WCS Waukesha Office. Typical schedule: 8‑hour shift within office hours 7 AM‑6 PM Monday‑Thursday and 7 AM‑4 PM Friday.
