Project Safety Manager

As one of the nation's leading electric transmission line construction companies, MasTec Power Delivery companies engineer and construct efficient and reliable electrical transmission, distribution, and substation & switchyard systems. We are seeking an experienced and proactive Project Safety Manager to lead the safety program for a major High-Voltage Direct Current (HVDC) transmission construction project in San Jose, California. This role provides overall safety leadership, ensures compliance with Cal/OSHA Title 8, and manages safety performance across multiple subcontractors. The Project Safety Manager will serve as the primary safety authority on site, partnering with project leadership, field crews, and subcontractor teams to maintain a safe, compliant, and productive work environment.

Salary range: $130-160k per year

Responsibilities

Project-Level Safety Leadership

  • Lead the implementation and continuous improvement of the project's Injury and Illness Prevention Program (IIPP) in accordance with Cal/OSHA 1509.
  • Oversee all safety activities across the HVDC project, including converter station construction, cable installation, trenching, grounding systems, and commissioning.
  • Provide strategic safety guidance to project management, field leadership, and Field Safety Specialists.

Subcontractor Oversight & Multi-Employer Coordination

  • Manage safety performance across all subcontractors and ensure compliance with project requirements and Cal/OSHA Title 8.
  • Review subcontractor safety plans, JHAs, training records, and high-risk work procedures.
  • Conduct regular coordination meetings to align subcontractor safety expectations and resolve issues.
  • Enforce multi-employer responsibilities (controlling, creating, exposing, correcting employers).
  • Issue corrective actions and escalate repeated or serious violations when necessary.

Subcontractor Oversight

  • Monitor subcontractor safety performance and verify compliance with project safety requirements and Cal/OSHA Title 8.
  • Review subcontractor Job Hazard Analyses (JHAs), safety plans, and training records.
  • Participate in subcontractor pre-task meetings and ensure hazard controls are understood and implemented.
  • Coach subcontractor supervisors and crews to improve safety culture and accountability.
  • Document and escalate repeated or serious violations when necessary.

Monitor High-Risk Activities

  • Provide oversight for operations such as: excavation and trenching, fall protection and elevated work, crane and rigging operations, hot work, electrical work, confined space entry, silica-generating tasks, verify competent persons are present and performing required duties.

Coordinate Multi-Employer Safety Responsibilities

  • Act as the safety liaison between the controlling employer and all subcontractors.
  • Communicate site hazards, rule changes, and safety expectations.
  • Ensure subcontractors correct hazards promptly and maintain compliance.
  • Document oversight activities in accordance with Cal/OSHA's multi-employer worksite requirements.

Documentation & Reporting

  • Maintain daily inspection logs, corrective action tracking, and subcontractor safety documentation.
  • Lead incident investigations, root-cause analysis, and follow-up corrective actions.
  • Ensure all safety documentation is accurate, timely, and available for Cal/OSHA review.

Training & Communication

  • Lead site-specific safety orientations for employees and subcontractors.
  • Facilitate weekly toolbox talks, safety stand-downs, and targeted training sessions.
  • Communicate new hazards, changes in site conditions, and required controls to all project personnel.

Emergency Preparedness

  • Maintain and update the project's emergency response plan.
  • Ensure emergency equipment (AEDs, fire extinguishers, rescue gear) is available and inspected.
  • Coordinate emergency drills and interface with local emergency services.

Incident Management

  • Lead incident and near-miss investigations, root-cause analysis, and corrective action development.
  • Prepare reports and maintain documentation for regulatory and internal review.
  • Track trends and implement preventive measures.

Promote a Positive Safety Culture

  • Promote a proactive, solutions-focused safety culture.
  • Build strong relationships with management, field crews, subcontractors, and client.
  • Encourage hazard reporting, near-miss communication, and continuous improvement.
  • Lead by example through professionalism, consistency, and strong field presence.
Qualifications

Required: 8+ years of construction safety experience, including at least 3 years in a leadership role. Experience managing multi-employer construction sites and subcontractor oversight. Demonstrated experience overseeing subcontractor safety performance. Professional safety credential (CHST, CSP, CUSP, OHST, etc.). Strong working knowledge of Cal/OSHA Title 8. Excellent communication, interpersonal, and conflict-resolution skills. Valid driver's license and ability to travel between project locations.

Preferred: HVDC, substation, or transmission line experience. First Aid/CPR/AED certification. CHST, CUSP, or other safety credential. Experience with cable pulling, grounding systems, or commissioning activities.

Work Environment / Physical Demands

Outdoor construction environment with exposure to weather, noise, energized equipment, and heavy machinery. Requires walking, climbing, standing, use arms, hands, and legs fully; push, pull, lift and carry objects weighing up to 50 pounds; stoop, kneel, balance, crouch, crawl, and climb to perform job tasks.
